Nupef maintains this portal as a reference space which can help with information on initiatives in community networking. Nupef acts as a facilitator, as well as maintainer of the infraestructure, and site administration and technical development.

Andrew Garton
Andrew Garton is an independent film-maker, musician and writer with a background in community access video and broadcasting. After a decade of music-making in the 1980s, his interest in participatory democracy and the distribution of chemicals-free food led him to co-establish Pegasus Networks, a pre-Internet service covering Australia, the Pacific Islands and Southeast Asia. Author of numerous articles published in several newspapers, academic publications and journals, he co-authored an in-depth analysis of the landmark Pan Asia Networking project (IDRC/CIPD, 1994). A master of many disciplines and cultural influences, dominating a vast repertoire of intuitive skills and abilities, Andrew has produced public events on such broad topics as open licenses, community cultural backgrounds, and the humanization of public spaces. His films include The Light Show (a story of psychedelic lighting project in Melbourne) and Sarawak Gone (a series of short films on issues of land access rights in East Malaysia). This included TONG TANA, a documentary-drama for radio about the cosmology of the last inhabitants of the Sarawak forest. His first feature film is Ocean in a Drop -- Broadband Impacts on Rural India. Andrew has a Master of Arts in Interactive Media and is an Adjunct Industry Fellow, Media and Communication, Swinburne University of Technology. He directs Secession Records and Films, an artistic led music and film production, and is a frequent guest lecturer. Andrew lives in the rural outskirts of Melbourne, exploring his interests in probiotics and regenerative agriculture. Andrew's personal website is andrewgarton.com

Bruno Bioni
Master in Civil Law from the Faculty of Law of the University of São Paulo (2016), postgraduate in Civil and Consumer Law from the Paulista School of Law (2013) and graduate in Law from the University Center of the United Metropolitan Faculties (2012) . He was a visiting student of the Personal Data Protection Department of the Council of Europe (2015) and a visiting researcher at the Law, Technology and Society Research Center of the University of Ottawa (2014-2015). He is currently a researcher at the Latin American Network for Surveillance, Technology and Society Studies (LAVITS) and a lawyer at the Information and Coordination Center of Ponto Br / NIC.br.

Bruno Vianna
Graduated in film from the Fluminense Federal University, with a Master's degree in Art and Technology from the Interactive Telecommunications Program of the New York University (ITP-NYU). Between 1994 and 2003, directed short films about the streets and favelas of Rio de Janeiro. He pioneered the adoption of the Creative Commons license in his first feature film (“Cafuné”). In 2010 he co-developed Devorondina, a portable device that recycles the acoustic and electromagnetic spectrum in images. He also received the Vida 13.0 award for the Liquid Satellite Garden, a satellite that monitors sources that was later developed at the Laboral Arts Center in 2011. He is currently the manager of Nuvem – Estação Rural de Arte e Tecnologia, a rural space for citizens’ science, hacklab and residence house. He is an educator at Oi Kabum!, a school of art and technology based in Rio de Janeiro. Manages the community network of Fumaça, in the interior of Rio, and is co-founder of Coolab.

Diego Vicentin
Doctor in Sociology from UNICAMP (2016), associate researcher at the Technological Institute of Aeronautics (ITA) and guest professor at the São Paulo School of Sociology and Politics Foundation (FESPSP). He was a visiting researcher at the Information Technology Policy Center (CITP) of Princeton University (USA), and the Media, Data and Society Center (CMDS) of the Central European University (CEU) in Budapest (Hungary). He is a collaborating professor of the Master Program in Scientific and Cultural Dissemination (MDCC) of the Advanced Studies in Journalism Laboratory (LABJOR) of UNICAMP. Since 2006 he is part of the research group CTeMe, of UNICAMP.

Flávia Lefèvre
Lawyer and Counselor of PROTESTE - Consumers Association; she was the representative of consumer protection entities in the Consultative Board of the Brazilian Telecommunications Regulatory Agency ANATEL from February 2006 to February 2009 and elected to represent the non-profit sector in the Internet Steering Committee in Brazil (CGI.br, 2014 to 2017). In May 2017, she was re-elected for another three-year term. He is part of the board of directors of ILUMINA (Institute of Strategic Development of the Energy Sector) and member of the Telecommunications Infrastructure Board of FIESP. He has a Master's Degree in Civil Procedure from the Pontificia Universidad Católica de São Paulo (PUC-SP). Gustavo Gómez Germano
Director of the Latin American Observatory of Regulation, Media and Convergence (Observacom). He is a communicator, researcher and specialist in public policies and regulatory frameworks related to radio broadcasting, information and communication technologies (ICTs), freedom of expression and the right to communication.

Juliano Cappi
Master and doctor in communication from the Pontifícia Universidade Católica de São Paulo (PUC-SP). He is currently a collaborator in the Information and Coordination Center of Ponto BR - NIC.br where he integrates the Advisory Team to the Internet Management Committee in Brazil - CGI.br, since 2012. He is responsible for the creation and management of the School of Internet Governance project in Brazil (EGI.br) and by the coordination of the Chambers of Consulting, both CGI.br projects. He dedicated himself to the creation of the Center for Studies on Information and Communication Technologies (CETIC.br) from 2006, where he coordinated dozens of research on Internet access and use in Brazil. He contributed to the creation of the Regional Center of Studies for the Development of the Information Society under the auspices of UNESCO, which started its activities in 2012.

Marcelo Saldanha
Founder and president of Instituto Bem-Estar Brasil (IBEBrasil), Marcelo Saldanha has been involved since 2008 in the techno-political debate, articulating proposals to governments favoring community providers and the adoption of policies related to digital cities. Through IBEBrasil he has already created several community providers throughout the country, carrying out open network training workshops and helping the communities set up their local networks. He participates in movements and campaigns in defense of the Civil Rights Framework of the Internet, the universalization of broadband, movements of open networks and free spectrum, and the Network Rights Coalition. He is a collaborator of Nupef, integrating the support team for the community networks projects in quilombola communities of Maranhão.

Mike Jensen
South African expert in information and communication technologies, currently working as a specialist in Internet access with APC (Association for Progressive Communications). Mike has helped establish Internet-based communication systems in more than 40 developing countries over the past 20 years, primarily in Africa. He provides advice to development agencies, the private sector, NGOs and governments in the formulation, management and evaluation of their Internet and telecommunications projects, from the development of national ICT policies to feasibility studies for wireless or fiber optic telecommunications in rural areas, at the international level.

Steve Song
Founder of Village Telco, a social enterprise that develops voIP technologies in wi-fi mesh networks with the aim of offering voice and Internet communication to communities without those resources. Consultant and activist for expanding low-cost access to communities in Africa since 1991, Steve is also a consultant on spectrum sharing issues at the Network Startup Resource Center. He was a consultant to the International Development Research Center (IDRC), where for ten years he led a research program on ICT for development in Africa. He is a consultant for the Shuttleworth Foundation.

Nupef team

Oona Castro
Journalist with a Master's Degree in Social Communication from the Federal University of Rio de Janeiro (UFRJ). He carried out research in the area of economy of culture and political economy of communication, intellectual property and Internet. She is currently Nupef’s content coordinator. She was director of the Wikimedia catalyst project in Brazil and executive director of the Instituto Overmundo, which sheltered the Overmundo culture collaborative portal, created in 2006. She is founder and volunteer member of Coletivo Intervozes.

Carlos Alberto Afonso
Co-founder and executive director of Nupef, studied naval engineering, has a Masters Degree in Economics and PhD studies in Social and Political Thought. Coordinated the creation of the first Brazilian provider of Internet access aimed at civil society - the Alternex. Co-founder of Instituto Brasileiro de Análises Sociais e Econômicas (Ibase) and of the Association for Progressive Communications (APC), he participated in the creation of the Internet Steering Committee in Brazil (CGI.br) in 1995. He was a member of CGI.br during 1995-1997 and 2003-2017. He participated in the reactivation of the Brazilian chapter of the Internet Society (ISOC-BR) and has been its chair until December 2017.

Paulo Duarte
Graduated in design from Centro Universitário da Cidade, Paulo is a specialist in branding and UI/UX design. He has a huge background in developing communication projects and in the direction of large-scale productions. He's currently projects coordinator of the Nupef Institute and heads the Nupef's Community Networks Project in quilombola regions in the state of Maranhão (Brazil) wich involves the implementation of autonomous internet providers and mesh technology. In 2017 he collaborated with Alter Mundi's Libre Router Project.
